Project Description
California Department of Corrections and Rehabilitation (CDCR) developed the California Health Care Facility (CHCF) project on a 144-acre property in Stockton. The former DeWitt Nelson Youth Correctional Facility and the former Karl Holton Youth Correctional Facility previously occupied the site. The new facility is approximately 1,159,000 square feet.
The construction of the new CHCF, which is under OSHPD jurisdiction, was completed in phases:
The Demolition/Abatement and Site Readiness phase ($11M) was the demolition of the vacant facilities, removal of all hazardous materials including asbestos, lead, mercury and PCBs, and removal of underground utility infrastructure.
The Site and Unsecured Facilities phase ($129M) was comprised of site development including improvements to the site’s utility systems, water supply, sanitary sewer system, storm drainage, natural gas, and telecommunications, as well as creation of roadways and infrastructure.
The Housing and Health Care phase ($512M) included design and construction of the 33 structural steel buildings to house and treat inmate-patients. Project included clinical and other various facilities, site work and utilities primarily located within the secured area.
An on-site laboratory was mobilized to handle the demands of this fast track project.
Services Provided
MatriScope and Signet provided special inspection and material testing services, including reinforcing steel, reinforced concrete, structural masonry, welding and non-destructive testing, fireproofing, waterproofing and anchor testing.
